The Joint Research Centre (JRC) is the European Commission’s in-house science and knowledge service, employing a substantial staff of scientists devoted to conducting research to provide independent scientific advice for EU policy. Focussed on various research areas aligned with EU priorities, the JRC excels in delivering scientific evidence for policymaking and has published numerous science-for-policy reports and scientific articles. Drawing on a scientific integrity statement, surveys among JRC’s research staff, and thematic discussions with JRC’s research leaders, (...) the JRC has developed a comprehensive Scientific Integrity and Research Ethics (SIRE) framework, including instruments, procedures, and guidelines to ensure high standards and independence in its research. Key components of the SIRE framework include a Scientific Integrity Officer, an Editorial Review Board, a Research Ethics Board, and guidelines for responsible conduct of research. This article provides an overview of the JRC’s SIRE framework and how it was developed, emphasising the importance of maintaining independence, integrity, and ethics in scientific research that supports EU policy. The article also discusses potential gaps in the framework and where additional efforts may be needed, comparing with the recent U.S. National Science and Technology Council report on Protecting the Integrity of Government Science. The structure of Russian science of the XIX century was dominated by state forms of its organization. At the same time, there were also a few private (non-governmental) forms of research communities. One of the little-studied phenomena of scientific privacy is the so-called “kruzhok” (a little circle in Russian). The article examines the history of the formation and activity of one of such “kruzhoks”, formed in the 1880s–1890s around Grand Duke Nikolai Mikhailovich, who was seriously engaged in research (...) in the field of lepidopterology (the branch of entomology studying butterflies, Lepidoptera). The role and significance of this “kruzhok” for the development of descriptive entomology in the situation of its weak institutionalization in Russia at the end of the XIX century are briefly considered, the course of scientific research of the Grand Duke and his entourage and the reasons for the termination of their activity are discussed. The history of this informal association is interpreted by us as a manifestation of the purposeful life-making of the Grand Duke, who thus tried to professionalize his hobby and enter the scientific community of entomologists on an equal footing, without breaking with his social environment and without going beyond the behavioral norms established by society for persons of his status. It is shown that the Nikolai Mikhailovich’s “kruzhok” became not only an instrument of his life-making, but also an influential center of Russian lepidopterology, the development of which was thereby given a powerful impetus. The article substantiates that science, thanks to the latest media in the dissemination of scientific communication (especially computer word processing, big data accumulation, mega-science installations, the latest international networking platforms and collaborations), has gone beyond all institutional, organizational, regional, national and partly disciplinary borders. Science as a supranational communication system has reached a complexity that is incompatible with the standards for evaluating scientific work and scientific achievements, which are traditionally carried out in the form of scientific (...) committees, individual examinations and other collegial forms of scientific communication. The collegiality of making the most important decisions regarding the examination of the scientific product itself, the thematic agenda, professional competencies and the resulting distribution of remuneration, reputation, ranks, degrees, grants has exhausted its capabilities to a certain extent. As a result, science turns out to be opaque both for the regulator, who is trying to exercise control over scientific institutions, and for science itself, which in the form of scientific self-government and philosophical reflection of science carries out the function of self-observation and self-description. A working hypothesis is proposed, which states that in response to this crisis of collegiality, reflection and control, new media of communicative success and new organizational forms of scientific communication crystallize in science, which can restore the ability of a scientific system to process its internal and external complexity. These media are represented by a new, social-networked form of scientific expertise and partly scientific work, which will be able to compensate for the lack of self-reflection, both at the organizational level of research institutes and at the level of global control over science as a whole. The article examines the issue of public health and medical services in Algeria and analyses the role of the public and private sectors in supporting and promoting public health. Our study is based on an analysis of legal texts that highlight Algeria’s health policies. Some significant aspects of the article are: the Algerian policy of opening health services up to private investment; the lack of contribution of private health institutions in the field of medical education; and issues surrounding (...) the organisation of blood donation. To be Algerian, pro-independence, a French citizen, a Jew, and a Communist were not, to René's mind, dissonant allegiances. He believed Jews and Arabs were bound by an authentic fraternity (...) and could only realize a free future together. His steadfast belief in liberty, equality, and fraternity led him into trouble, including prison and exile, yet his failures as an activist never shook his faith in a rational, generous future. René Guénoun was drafted to defend Vichy France's colonies in the Middle East during World War II. At the same time, Vichy barred him and his wife from teaching because they were Jewish. When the British conquered Syria, he was sent home to Oran, and in 1943, after the Allies captured Algeria, he joined the Free French Army and fought in Europe. After the war, both parents did their best to reconcile militant unionism and clandestine party activity with the demands of work and family. The Guénouns had little interest in Israel and considered themselves at home in Algeria; yet because he supported Algerian independence, René Guénoun outraged his French neighbors and was expelled from Algeria by the French paramilitary Organisation Armée Secrète. He spent his final years in Marseille. Gracefully weaving together youthful memories with research into his father's life and times, Denis Guénoun re-creates an Algerian past that proved lovely, intellectually provocative, and dangerous. It is now part and parcel of the official philosophical wisdom that models are essential to the acquisition and organisation of scientific knowledge. It is also generally accepted that most models represent their target systems in one way or another. But what does it mean for a model to represent its target system? I begin by introducing three conundrums that a theory of scientific representation has to come to terms with and then address the question of whether the (...) semantic view of theories, which is the currently most widely accepted account of theories and models, provides us with adequate answers to these questions. After having argued in some detail that it does not, I conclude by pointing out in what direction a tenable account of scientific representation might be sought. (shrink)

This paper argues that the proponents of epistemological scientism must take some stand on scientific methodology. The supporters of scientism cannot simply defer to the social organisation of science because the social processes themselves must meet some methodological criteria. Among such criteria is epistemic evaluability, which demands intersubjective access to reasons. We derive twelve theses outlining some implications of epistemic evaluability. Evaluability can support weak and broad variants of epistemological scientism, which state that sciences, broadly construed, are the best (...) sources of knowledge or some other epistemic goods. Since humanities and social sciences produce epistemically evaluable results, narrow types of scientism that take only natural sciences as sources of knowledge require additional argumentation in their support. Strong scientism, which takes sciences as the only source of knowledge, also needs to appeal to some further principles since evaluability is not an all-or-nothing affair. (shrink)

In the past few years, social epistemologists have developed several formal models of the social organisation of science. While their robustness and representational adequacy has been analysed at length, the function of these models has begun to be discussed in more general terms only recently. In this article, I will interpret many of the current formal models of the scientific community as representing the latest development of what I will call the ‘Kuhnian project’. These models share with Kuhn a (...) number of questions about the relation between individuals and communities. At the same time, they also inherit some of Kuhn’s problematic characterisations of the scientific community. In particular, current models of the social organisation of science represent the scientific community as essentially value-free. This may put into question both their representational adequacy and their normative ambitions. In the end, it will be shown that the discussion on the formal models of the scientific community may contribute in fruitful ways to the ongoing debates on value judgements in science. (shrink)

Following the logic of globalisation, a few “superstar museums”, like the Guggenheim in Bilbao, have been imposing their own modus operandi to the overall detriment of more modest establishments. The particular role of the State, in France, has contributed to the development of an outstanding museum infrastructure, in part to sustain a dominant position in terms of incoming tourist flows. However, this new perspective on heritage has also brought a change in the culture of museum organisation. As scientific staff are replaced by purely administrative staff at management level, the interests of the public authorities and the economy are increasingly liable to outweigh the interests of science and heritage. Association, an organisation of scientists, patients and citizens committed to freedom of scientific research and the assertion of the rights of patients and disabled people.The Congress was exceptional for at least three reasons:First, the moving force of the whole congress, and of the many struggles for freedom conducted by the Luca Coscioni Association, has been Luca Coscioni himself, the President of the Association. Despite the severe degenerative illness that rendered Luca immobile and destined him to tragic and premature death, Luca remained committed to the ideals of freedom, and on the first day of the Congress, just days before his death, he eloquently expressed his appeal. This not only touched every one present, but also reminded us all that when we talk of scientific research, we talk of real people, who have real lives and real illnesses, and who are destined to die prematurely and in agony unless treatment is found—and hope for treatment for many degenerative diseases bears upon embryonic stem cell research. For most of the twentieth century, biology forgot or largely neglected organization. By this term, I mean a certain mode of interaction among the parts of a system, which is by hypothesis distinctively realized by biological systems. While a systemic trend is progressively pervading various biological fields – notably Evolutionary Biology, Systems Biology and Origins of Life – I suggest that organization still remains a blind spot of biological thinking. Therefore, I submit, biology should be enriched by an (...) explicit and specific notion of organization, drawing in particular on the theory of autonomy, of which I recall some central tenets. I conclude with a brief overview of the scientific and philosophical tradition which has explicitly elaborated on biological organization, and of the more recent literature to which this book aims to contribute. In view of the current fragmentation in management and organisation studies, we argue that there is a need to elaborate techniques that help reconcile contradictory and superficially incommensurable standpoints. For this purpose, we draw on ‘pre-modern’ Aristotelian epistemological and methodological sources, particularly the idea of ‘saving the appearances’ (SA), not previously introduced into organisation studies. Using SA as our starting point, we outline a methodology that helps to develop reasonable and acceptable intermediary positions in contemporary debates between ‘modernism’ and ‘post-modernism’. (...) We illustrate the functioning of SA in the case of three issues in the philosophy of science where ‘modernist’ and ‘post-modernist’ scholars seem to have incommensurable standpoints: the nature of scientific knowledge; the conception of causality; and the epistemology of practice. We show in particular how to use the logics of ‘qualification’, ‘new conception’, and ‘complementary combination’ to form the basis for mediating positions which could then be accepted by less extreme proponents of both ‘modernism’ and ‘postmodernism’. Disagreement about how best to think of the relation between theories and the realities they represent has a longstanding and venerable history. We take up this debate in relation to the free energy principle (FEP) - a contemporary framework in computational neuroscience, theoretical biology and the philosophy of cognitive science. The FEP is very ambitious, extending from the brain sciences to the biology of self-organisation. In this context, some find apparent discrepancies between the map (the FEP) and the territory (target (...) systems) a compelling reason to defend instrumentalism about the FEP. We take this to be misguided. We identify an important fallacy made by those defending instrumentalism about the FEP. We call it the literalist fallacy: this is the fallacy of inferring the truth of instrumentalism based on the claim that the properties of FEP models do not literally map onto real-world, target systems. We conclude that scientific realism about the FEP is a live and tenable option. (shrink)

I began with the hypothesis that the scientific productivity of a small country is promoted by the integration of research activities into the international scientific community. Integration occurs both individually and institutionally. The integration of individual research workers into the informal international movement of knowledge about problems, techniques and sharing in a particular branch of science, stimulates them and offers them a better chance of recognition by competent peers for their contributions to science. It thereby strengthens their incentive (...) to exert themselves to the utmost in research. Institutional integration as the modelling of institutional arrangements in the small country on foreign academic organisation also increases productivity. The point of this paper is to provide a principled framework for a naturalistic, interactivist-constructivist model of rational capacity and a sketch of the model itself, indicating its merits. Being naturalistic, it takes its orientation from scientific understanding. In particular, it adopts the developing interactivist-constructivist understanding of the functional capacities of biological organisms as a useful naturalistic platform for constructing such higher order capacities as reason and cognition. Further, both the framework and model are marked by the finitude and (...) fallibility that science attributes to organisms, with their radical consequences, and also by the individual and collective capacities to improve their performances that learning organisms display. Part A prepares the ground for the exposition through a critique of the dominant Western analytic tradition in rationalising science, followed by a brief exposition of the naturalist framework that will be employed to frame the construction. This results in two sets of guidelines for constructing an alternative. Part B provides the new conception of reason as a rich complex of processes of improvement against epistemic values, and argues its merits. In the traditional debate on the dichotomy between dogmatism and criticism in scientific practice (the Popper-Kuhn debate), dogmatism is considered a psychological or ethical attitude of the individual scientist. In this paper, I propose a new interpretation of scientific dogmatism by means of a reconstruction of the pragmatist and Wittgensteinian heritage of Kuhn’s concept of dogmatism. My thesis is that such a revised concept accounts for both the stability of scientific knowledge (against scepticism and ceaseless scientific (...) revolutions), and the importance of doubt and criticism for scientific progress. This is possible only if we consider dogmatism from a social perspective that focuses on scientific communities as the main actors in the history of science. From this point of view, dogmatism is not the unjustified acceptance of particular beliefs, but the blind adherence to the “formal” normative structure of the paradigm. I argue that we have grounded this normative structure in the training process that physics students experience in their formative years, and that Kuhn describes in a similar way to Wittgenstein’s analysis of general linguistic training. Finally, dogmatism does not refer to a system of beliefs, but to a system of norms; not to the specific content of knowledge but to the way that scientific knowledge is authenticated, organised, and transmitted by scientific communities. The institutional structure of science, that is to say its social organisation trough training, textbooks, scientific communities and so on, is a precondition for the organisation of meaningful scientific discourse (i.e. for the production and organisation of empirically verifiable or falsifiable statements). That is the nature of the paradigm: it creates and constrains the possibilities of scientific practice. In normal circumstances, dogmatism and certainty are concerned with such pragmatic a priori, while criticism and doubt are concerned with the empirical statements articulated through it. (shrink)

The concept of 'levels of organization' has come under fire recently as being useless for scientific and philosophical purposes. In this paper, we show that 'levels' is actually a remarkably resilient and constructive conceptual tool that can be, and in fact is, used for a variety of purposes. To this effect, we articulate an account of the importance of the levels concept seen in light of its status as a major organizing concept of biology. We argue that the (...) usefulness of ‘levels’ is best seen in the heuristic contributions the concept makes to treating and structuring scientific problems. The deep crisis in modern fundamental science development is ever more evident and openly recognised now even by mainstream, official science professionals and leaders. By no coincidence, it occurs in parallel to the world civilisation crisis and related global change processes, where the true power of unreduced scientific knowledge is just badly missing as the indispensable and unique tool for the emerging greater problem solution and further progress at a superior level of complex world dynamics. Here we reveal the (...) mathematically exact reason for the crisis in conventional science, containing also the natural and unified problem solution in the form of well-specified extension of usual, artificially restricted paradigm. We show how that extended, now causally complete science content provides various "unsolvable" problem solutions and opens new development possibilities for both science and society, where the former plays the role of the main, direct driver for the latter. We outline the related qualitative changes in science organisation, practice and purposes, giving rise to the sustainability transition in the entire civilisation dynamics towards the well-specified superior level of its unreduced, now well understood and universally defined complexity. Scientometrics has found many applications in describing, explaining and predicting the scientific status of researchers, educational and research groups, universities, organizations and countries in various national and international arenas. By studying the scientific products of different countries, their status in the production of science can be evaluated. Present study was conducted using a scientometrics approach and using co-word analysis and social network analysis (SNA) to investigate relationships in the field of know­ledge organization. In this regard, research indexed (...) in web of science on the topic of “know­ledge organization” has been analyzed using software including VOSviewer, Gephi, Publish or Perish. The findings of the study show that the most frequently used topics and words are know­ledge organization and classification. Also, the most valuable subject areas were identified based on the maps drawn using the closeness and centrality of indexes, taxonomy, ontology and know­ledge organization systems. Co-authorship analysis revealed that the co-authorship network is discrete and has low-density, with a total of 12,491 citations in all articles. Also, the most prolific author is Hjorland, followed by Smiraglia and Dahlberg. using the co-word map of know­ledge organization, policymakers can plan appropriately through the know­ledge of the research and thematic status of know­ledge organization. Critically growing problems of fundamental science organisation and content are analysed with examples from physics and emerging interdisciplinary fields. Their origin is specified and new science structure (organisation and content) is proposed as a unified solution.

There is a growing concern for the proper role of science within democratic societies, which has led to the development of new science policies for the implementation of social responsibility in research. Although the very expression ‘social responsibility of science’ may be interpreted in different ways, many of these emerging policy frameworks define it, at least in part, as a form of anticipative reflection about the potential impacts of research in society. What remains a rather under-discussed issue is the definition (...) of the bearer of the social responsibility of science. In other words, it is not clear who is supposed to engage in such an anticipative reflection, whether individual researchers or research groups. In the past few years, philosophers of science have begun to use qualitative research methods to fill the gaps between normative models of the organisation of ideal scientific communities and the reality of actual scientific practices. In this article, I follow this approach to discuss the issue of the collective dimension of the social responsibility of science. I rely on a qualitative study conducted on an interdisciplinary research group and I describe how group dynamics position individuals and distribute duties and roles, including social responsibility. Qualitative descriptions of the distribution of duties within actual research groups should inform the formulation of general prescriptive theories on the collective responsibility of science. The increasing importance of computational techniques in post-genomic life science research calls for new forms and combinations of expertise that cut across established disciplinary boundaries between computing and biology. These are most marked in large scale gene sequencing facilities. Here new ways of organising knowledge production, drawing on industrial models, have been perceived as pursuing efficiency and control to the potential detriment of academic autonomy and scientific quality. We explore how these issues are played out in the case of (...) BGI (Beijing Genomics Institute prior to 2008). BGI (in Pinyin, Hua Da Jiyin– Big China Genome) is today the world’s largest centre for gene sequencing research. Semi-detached from traditional academic institutions, BGI has developed distinctive models for organising research and for developing expertise, informed by practices in US Information Technology and Life Science Laboratories, that differ from existing models of interdisciplinary research in academic institutions. ABSTRACT:Organization theory and business ethics are essentially the positive and normative sides of the very same coin, reflecting on how human cooperative activities are organized and how they ought to be organized respectively. It is therefore unfortunate that—due to the relatively impermeable manmade boundaries segregating the corresponding scholarly communities into separate schools and departments, professional associations, and scientific journals—the potential symbiosis between the two fields has not yet fully materialized. In this essay we make a modest attempt at (...) establishing further connectivity by surveying the terrain covered by the two disciplines jointly, as if the boundaries between them did not matter. We commence by providing a concise overview of the organization theory discipline for interested non-specialists from the field of business ethics. Next, we proceed to point out four research themes commonly investigated by members of both communities, and also a variety of organization-theoretical perspectives on each. In the final part of this essay we explore what organization theory has to offer business ethics, and what the boundaries of that potential contribution are. We warn skeptical readers in advance that the spirit and tone of our essay is most definitely upbeat, as we are convinced that the potential for symbiosis between the two fields is vast and inspiring, even though it has only been unleashed partially and incidentally thus far. This article explores local variations in scientific practice through the lens of scientists’ international mobility. Its aim is twofold: to explore how the notion of epistemic living spaces may be mobilised as a tool for systematically exploring differences in scientific practice across locations, and to contribute to literature on scientific mobility. Using material from an interview study with scientists with experience of international mobility, and epistemic living spaces as an analytical frame, the paper describes a set of (...) aspects of life in science that interviewees described as being different in different places. These axes of variation were: embodied routines of research; resource levels and salaries; daily or longer-term rhythms of scientific life ; ‘efficiency’ and how work time is used; degree of hierarchy; the nature of social interactions between colleagues; the purposes of research; the social and interpersonal organisation of knowledge production; and the scale or ambition of research. In presenting an exploratory overview of these variations, the article points the way for future comparative investigation of epistemic cultures through studies of international mobility. (shrink)

This summary of the original paradigm of the universal science of complexity starts with the discovered exact origin of the stagnating "end" of conventional, unitary science paradigm and development traditionally presented by its own estimates as the only and the best possible kind of scientific knowledge. Using a transparent generalisation of the exact mathematical formalism of arbitrary interaction process, we show that unitary science approach and description, including its imitations of complexity and chaoticity, correspond to artificial and ultimately strong (...) reduction of the natural plurality of unreduced interaction results called realisations to a single, "average" or "exact", realisation. This severe reduction of the natural world dynamics in unitary science underlies all its unsolvable "mysteries" and "paradoxes", persisting "difficult problems", and finally the modern "end" of the progress of just that, actually very special kind of knowledge, whose irreducible limits lead to the modern deep crisis of the global civilisation development. We show then how the rigorously substantiated restoration of the full richness of real-world dynamics within the intrinsically unified knowledge of the universal science of complexity provides not only the causally complete solution to the old and new problems of unitary science but opens practically unlimited possibilities for the new progress of science and civilisation as a result of this crucial extension, which we call complexity revolution. The unreduced analysis of the universal complexity science shows that at the current critical bifurcation point of development, we have only two incompatible possibilities and emerging tendencies, either the dangerously growing degradation within the dominating unitary science and thinking limits (irrespective of purely empirical technology power becoming even dangerous here) or the new golden age of scientific discoveries and civilisation progress with the qualitatively extended approach and results of unreduced complexity science and the new thinking it implies.
